- Position Overview
The Project Manager performs professional planning/engineering work of considerable complexity related to project management of Public Works planning and projects. This is characterized by the overall responsibility and accountability for the total project and budget of major engineering and construction projects or programs.
- Position Qualifications

- Bachelor's degree in a work related Engineering discipline or physical or biological science.
- Three (3) years of professional civil engineering, planning or related work experience.
- Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, OR by the technical board of another state, with the ability to obtain Arizona Registration within six months of employment.
- Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license.
Our Preferred Candidate has:
- Masters' degree.
- Professional civil engineering, planning or public administration experience.
- Public works or planning department experience.
- Essential Job Tasks
- Provides leadership, direction and guidance in planning and management of project management processes and procedures.
- Manages consulting engineers, planners, contractors, and other staff to assure proper execution of all phases of the program and projects.
- Plans the work and directs the development of drainage studies, flood hazard mitigation alternatives, public involvement process, and scope of work, criteria, standards and specifications.
- Resolves complex problems, and assures conformance to project plans, and to county, state, and Federal regulations.
- Assures projects meet scope, schedule, cost and quality requirements.
- Provides technical direction in the planning, and review of flood hazard identification and flood hazard mitigation concepts.
- Evaluates and analyzes issues, stakeholder concerns, and recommends and implements solutions.
- Assures effective communication of issues and strategies.
- Reviews project documents for accuracy, completeness, and compliance.
- Coordinates and facilitates development of studies, project design concepts, and estimates for public works projects, which may include; work scheduling, project scope, and budgets.
- Prepares and presents reports on project performance and financial status.
- Participates on various technical and advisory teams, providing advice and information on project status and safety issues.
- Advises, coordinates and serves on planning and negotiation teams.
- Provides guidance and assistance to Department staff, consultants, and technical advisors on planning or construction and engineering contract issues.
- Provides technical assistance on contract development and requirements, contract objectives, and scope of work.
- Prepares, negotiates, and maintains project authorizations including MOU's, Resolutions, and IGA's and other associated project documents.

Typically successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
