Job Description

POSITION DESCRIPTION

Plans, directs and oversees all operational activities, objectives and initiatives for FMYNE; provides financial oversight of FMYNE operations to ensure integrity of operations, profitability and continued growth.

DUTIES/RESPONSIBLITIES AND ESSENTIAL FUNCTIONS:

Executive-level professional and administrative work; primary duties involve overseeing all activities for the existing businesses of FMYNE and the Directors of FMYNE (e.g., Directors of Finance, Human Resources, MIS, Security). The work involves the independent and regular exercise of discretion and judgment regarding all facets of FMYNE. Under the direction of the Council, establishes all fiscal and operational policies necessary to support the control and effectiveness of FMYNE and its existing businesses, to include reviewing, seeking out and establishing new business and diversification opportunities for FMYNE to ensure its continued growth and prosperity.  

Essential functions may include the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks to be performed.

Primary Responsibilities/Tasks:

  • Analyzes enterprises’ strengths, weaknesses, opportunities, and threats in competing markets and industries.
  • Ensures financial status by comparing and analyzing actual results with plans and forecasts.
  • Ensures policies and procedures are followed
  • Establishes and fosters a climate that promotes ethical practices and integrity.
  • Establishes and fosters a positive and ethical corporate culture.
  • Establishes an active plan for development and succession of Tribal Members into executive management.
  • Establishes annual budgeting, goals and business strategy for FMYNE.
  • Keeps Tribal Council abreast of all aspects of FMYNE including regular formal meetings with a frequency of not less than bi-monthly and more frequent contacts on an informal basis (i.e., informal meetings, phone calls, emails, etc.), as needed.
  • Meets weekly on a formal basis (i.e., not less than monthly scheduled meetings) and frequently via informal meetings, phone calls, emails, etc. with FMYNE Directors and the General Managers of existing FMYNE businesses.
  • Oversees related activities and programs for FMYNE Directors and General Managers of FMYNE.
  • Prepares and presents periodic reports, updates, and other information to Tribal Council regarding FMYNE including profitability, budgetary issues, and problem resolution.       Appraises and makes recommendations regarding operating results in terms of costs, budgets, operations, trends and increased profit opportunities.  
  • Provides oversight and leadership to staff involved in related activities and programs.
  • Provides leadership in setting the mission, vision, principles and values of FMYNE.
  • Responsible for the accountability of revenues generated by FMYNE businesses. Reviews and analyzes daily, weekly, monthly, and annual performance of all existing FMYNE businesses.
  • Reviews the operations of existing FMYNE businesses to capitalize on potential synergies.

 

Other Responsibilities/Tasks

  • Keeps Tribal Council abreast of all new business, diversification opportunities and their status at the formal meetings with the Tribal Council, and obtains the Tribal Council’s approval at key stages as directed by the Tribal Council.
  • Meets with business associates, vendors, developers, financiers, etc., to establish new enterprises.
  • Performs other related duties as required or directed by Tribal Council.
  • Seeks out and reviews new business and diversification opportunities for the existing businesses of FMYNE.
  • Works with other officials, staff, or consultants of the Fort McDowell Yavapai Nation related to new businesses and diversification in either a lead or support role, as directed by Tribal Council.

 

Skills/Knowledge/Abilities:

  • Ability to comprehend, analyze and interpret financial journals, reports, and related documents or instructions.
  • Ability to establish and maintain effective working relationships with Tribal Council, Tribal Gaming Office, FMYNEs, employees, and vendors.
  • Ability to work with mathematical concepts such as probability and statistical inference, and apply concepts as fractions, percentages, ratios and proportions to practical situations.
  • Ability to define problems, collect data, establishes facts and draws valid conclusions for each enterprise.
  • Ability to remain composed and make appropriate decisions under stressful conditions, which may involve dealing with a range of responsibilities, large sums of money and timetables.
  • Effective management and supervisory skills.
  • Hands on executive with extensive experience in establishing long-range goals, strategies, plans, and policies, resulting in long-term stability and growth.
  • Knowledge of federal, state and tribal laws, ordinances, policies and guidelines.
  • Knowledge of complex laws, regulations and guidelines governing casino gaming operations.
  • Knowledge of manufacturing, mining farming and agriculture.
  • Knowledge of OSHA, MSHA, and other safety agencies for all FMYNE.
  • Knowledge of hospitality industry and operations.
  • Skill in building and developing inter-governmental relationships.
  • Skill in group presentation and other mass communications skills; ability to effectively present information to the Tribal Council.
  • Strong knowledge of gaming, entertainment and hospitality industries.
  • Successful experience in budget and business plan development.

Minimum Qualifications/Education:

Bachelor’s degree in Business Management, MBA, with at least fifteen (15) years of experience to include five (5) years experience in a CEO, COO or CFO capacity and ten (10) years experience in government or private enterprise, preferably in a Native American enterprise, of which ten (10) years were in management and/or budgetary experience. Must pass a pre-employment drug test and pass complete background check to obtain a state gaming license.
