Executive Leadership Opportunity  


AzCA is seeking a Chief Medical Officer (CMO) to join our team! The Chief Medical Officer (CMO) is the executive strategic leader responsible for high quality psychiatric operations and the development, implementation and administration of the agency’s psychiatric services to clients. In general, the Chief Medical Officer is responsible for overseeing psychiatric providers, including psychiatrists, nurse practitioners, and other medical providers; psychiatric practice implementation; policy and procedural development; case staffing and quality reviews. The position will also provide limited ongoing psychiatric care to clients including psychiatric consults, second opinions, and hospital follow up. This position also ensures a strong interface exists between quality of care, clinical best practices, and the utilization of data to drive systems improvement and healthcare integration strategies.


Performance Expectations 


In addition to the description above, the CMO will have the following performance expectations:


* Acts as the primary role in the direction of psychiatric services to the agency.
* Supervises all psychiatric service providers including psychiatrists, nurse practitioners and other agency medical providers.
* Completes psychiatric evaluations and psychiatric medication checks.
* Monitors the availability and continuity of psychiatric intervention for clients.
* Participates in psychiatric staffing and is available to agency staff for medical and psychiatric consults.
* Responsible for recruiting psychiatric nurse practitioners and psychiatrist health professional affiliates to the agency.
* Participates in the development and implementation of new programs and strategies.
* Assumes responsibility for clinical services and assists in providing in-service training programs for all agency staff.
* Participates in the development, evaluation and approval of psychiatric and medical administrative practices, procedures and policies.
* Participates in needs assessment, quality assurance/improvement, utilization review, sentinel events, case management and peer review programs as required by agency policies and procedures.
* Monitors clinical performance and finds ways to improve it both administratively and clinically.
* Reviews client psychiatric case files as requested by administration.
* Collaborates with hospitals on consults and paperwork for our highly acute clients when appropriate.
* Provides psychiatric coverage within the agency emergency psychiatric schedule.
* Provide psychiatric assessments for second opinions per agency requests.
* Ensures completion of Behavioral Health Medical Professional (BHMP) service requirements and communicates with referral sources, fellow providers and other state/community entities.
* Ensures compliance with internal controls by auditing and verifying records, reports, and practices.
* Submits accurate and timely charges for all professional services performed and also monitors and ensures accurate and timely submission for all BHMP staff.
* Cooperates with the executive leadership team to initiate procedures, regulations and programs to benefit our clients and support the agency fiscally.
* Represents agency as a key representative in community, professional forums and government agencies for psychiatric and medical services.
* Adheres to appropriate standards of care and practice guidelines according to the American Psychiatric Association (APA) and in conjunction with the Arizona Health Care Cost Containment System (AHCCCS) and the Arizona Department of Health Services, Bureau of Medical Facilities Licensing, including all relevant licensing boards and the Council on Accreditation.
* Attends and participates in all required meetings statewide.
* Performs work and represents AzCA in accordance with our mission, vision and values and Foundations for Success.
* Maintains consistent attendance and punctuality to provide consistency in serving clients.
* Performs other duties as assigned, which are consistent with the general responsibilities of the position.


Minimum Qualifications 


* Graduated successfully from accredited medical school
* Medical Degree in Psychiatry and Board certified in Child Psychiatry.
* Current medical license and the ability to be licensed in the State of Arizona.
* Minimum of 5 years’ experience in providing psychiatric services to children and families. 10 Years preferred.
* Must have experience as a Chief Medical Officer or served in a comparable leadership role(s).
* Extensive knowledge of Federal, State and Local laws and regulations governing behavioral health
other duties as assigned, which are consistent with the general responsibilities of the position.


Knowledge, Skills and Abilities (KSAs) 


* Strong understanding of medical procedures, equipment, and terminology as it relates to psychiatry and behavioral health; accountable for quality of psychiatric care provided at all medical clinic locations
* Knowledgeable about healthcare integration, involved in strategic planning to promote agency objectives in this area
* Develop and implement strategies for medical staff regarding both short and long-term goals, including those addressing disease management, case management, and insurance policies
* Possess and maintain regularly updated knowledge of clinical guidelines for psychiatric diagnosis and medication management, be able to disseminate clear and consistent guidelines to medical staff as needed
* Excellent communication skills, ability to conduct meetings to outline goals and strategies for medical staff to follow
* Review facility data and perform regular medical staff evaluations
* Initiate regular peer-to-peer evaluations, and provide support and feedback as needed to medical providers
* Ability to utilize trauma informed practice standards in the care of clients and in providing guidance and support to staff
* Effectively handle emergency situations and safely perform duties despite distractions.
* Ability to work in a diverse, multi-cultural environment and be sensitive to the service population’s cultural and socioeconomic characteristics.
* Comprehensive knowledge of human development and family life cycle in children and families.
* Sufficient knowledge of cultural situations involved with the child and family
* Ample knowledge of family therapy and child management techniques from a systems perspective
* Ability to travel to medical clinic sites across the state as needed
* Effective written, oral and interpersonal communication skills in the English language. Might also require Spanish.
* Ability to work in a variety of environments in and outdoors with various obstacles, stairs and unknown conditions.
* Must be physically capable to administer approved behavioral management techniques as applicable.
* Must be able to physically demonstrate competency in the following areas: operate an agency transport vehicle (unless declared a non-driver).
* Able to operate common office equipment and be proficient with electronic health records, calendaring, Outlook email, word processing and other needed computer and electronic device skills.
