Jobing Description

Catholic Charities is seeking a full time Programs Director for our Paths of Hope department, which is responsible for overseeing the implementation of financial training for individuals throughout our service area. This position offers a full benefits package including vacation/sick/holidays, insurance and pension.


Job duties:

  • Ensures programs are adhering to organizational mission and strategic plan.

  • Oversees, plans, organizes, directs and coordinates functions and activities of units within agency. Ensures compliance with all contracts assigned to department, maintaining documentation and information necessary to meet the contractual agreements in place. Coordinates with other departments within the organization to ensure all services are promoted.

  • Operates as an agent of change, including fostering and demonstrating ability to navigate, support, and effectively administer change within the agency.

  • Provides a broad range of administrative and supervisory functions including finance and budgetary responsibilities, information systems integration, grievance/complaint resolution.? Supervises assigned staff in accordance with agency personnel practices including recruitment, training, performance evaluation, guidance, etc. Participates in the process of ongoing personal and professional development.? Maintains comprehensive communication among all contacts (internal and external). Models professional standards and ethics in accordance with agency philosophy. Supervises other managerial personnel.

  • Prepares proposals and budgets for continuation of existing and for expansion of services in areas where none exists; submits budgets and proposals to Division Director for approval; participates in negotiating contracts when appropriate or assigned. Responsible for maintaining Program Planner. Assists in the formulation of budgets, explanation of variances. Writes or assists in the writing of grants, requests for proposals, COA compliance, etc.

  • Oversees the documentation of the department in order to meet agency and regulatory requirements. Conducts regular file reviews, trains and retrains staff, offers assistance in completion of requirement documentation.

  • Coordinates communication internal and external to agency to ensure staff and outside stakeholders are aware of program, methods, and opportunities offered by the agency. Schedules meetings for staff, public, vendors, clients, etc., as needed or required. May represent the agency at external functions and meetings in order to educate, inform or obtain understanding of agency's services. Provides problem solving for conflicts within agency and external as needed between collaborating organizations

  • Responsible for the oversight of statistical data, billing, finance collaboration and other duties related to measuring outcomes.

  • Performs other duties as assigned.

    Paths of Hope Addendum:

  • Coordinate and manage program projects throughout the lifecycle (design, development, implementation, and production), ensuring fiscal parameters are met.

  • Works with upper management to further develop the business plan including evaluation of systems and services.

  • Gather required data from end users to evaluate objectives, goals, and scope to create technical specifications.

  • Estimate time frames, quality, and quantity of resources required to successfully implement project.

  • Create a project plan incorporating variables such as deliverability, performance, maintenance, design, and costs.

  • Responsible for the development and monitoring of a Marketing and Communication plan that supports Paths of HOPE goals and objectives, ensuring all messaging is linked back to the strategies of the organization, audience segmentation.

  • Conduct periodic status checks to assess progress against plan.

  • Communicate project status to appropriate stakeholders.

  • Participates in the preparation of proposals for Paths of HOPE including working with grant writer regarding proposals for covered counties.

  • Promotes collaborative working relationships with strategic partners in three counties including seeking, cultivating and establishing new relationships as appropriate to the organization.

  • Works in environment where constant adjustments and changes in service delivery is necessary; must be innovative, think outside the box and agile. Expected to work autonomously and work across the organization.

    Skills / Requirements

    Education /Background:
    Master's degree in related field with minimum of 8 years experience in Human Services field, of which 3 or more are in a supervisory nature.

    Job Knowledge:

  • Must have familiarity with program/department field, must be able to function as a liaison for numerous system collaborators, must have good assessment skills, be organized and detailed oriented.
  • Must be able to employ critical problem solving techniques, build teams and resolve conflicts.
  • Must maintain cultural competency and respect; must be able to work within team environment.
  • Must be fluent in Microsoft Office Applications.

    Working Conditions/Physical Demands:
  • Normal office work with regular to frequent travel within community.
  • Must be able to operate computer, sit, stand, stoop, ambulate in community.

    Other requirements:
  • Valid AZ driver's license, reliable transportation and ability to show proof of registration/insurance
  • Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance
  • Bilingual preferred.
