BS/BA degree in business or technical field or equivalent combination of education and directly related work experience is required. In addition, a minimum of 7 years of work experience in program planning/cost controls is required. A minimum of 3 years of demonstrated results in leading teams is preferred. Demonstrated knowledge and fully developed skills in budgeting, planning, problem solving, and cost analysis related to the development of solutions to issues of concern identified by analysis performed. Ability to perform described tasks and duties subject only to limited review of work in process. Working knowledge of program planning tools, cost control systems and project control requirements is required. Ability to lead and control large projects, requires excellent presentation skills, and the ability to work with all levels of management.

Demonstrated knowledge of full scope of work tasks in schedule development/ analysis / cost control and reporting duties to include: critical path analysis, resource leveling and analysis, budget analysis, Work Breakdown Structure (WBS) development, and WBS scope/cost/schedule analysis using Earned Value techniques and methods. Prepares & presents internal department briefings, provides data and serves as a resource for project management in preparation for briefings external to the department. Performs full scope of work tasks in Earned Value/Cost Control and advanced level type tasks including: development of Performance Measurement Baseline (PMB) with support from CAMs, preparation of EV data item submittal to customer, development of ad hoc cost control systems, analysis of Earned Value reports and indices for Program teams. Is the focal point on ETC exercises. Interfaces effectively all levels of management, negotiates solutions to commitments between various functional organizations and serves as key member of the management team. Applicant must be capable of obtaining a US Security Clearance. Applicant must be a US Citizen.
