The Maricopa Skill Center, a Division of GateWay Community College and part of the Maricopa County Community College District is currently accepting applications for an Executive Director. Posting closes at 4:00pm on Thursday November 12, 2009.
LOCATION: 1245 E. Buckeye Road, Phoenix AZ 85034 HOURS: Monday through Friday, 8:00am to 5:00pm SALARY: $93,290 to $110,781 DOE w/benefits JOB DESCRIPTION: Plans, implements, controls, evaluates and manages the operation of a self-supporting skill center offering job training to unemployed and underemployed residents in cooperation with local businesses, community agencies and vocational education funding programs. DUTIES: Provides leadership for the development and implementation of all programs and services 20% Evaluates employment training systems 10% Maintains ongoing system of business and industry advisory councils, may engage in legislative advocacy 10% Maintains close contacts with all segments of the community to enhance the image of the center and to identify community education needs 20% Negotiates contracts, develops grant proposals and administers grant funded programs and services 10% Develops and monitors budgets 5% Hires, supervises and evaluates staff 5% Participates as part of GateWay's senior management team as well as on district committees and task forces 5% Makes presentation to business and community groups 10% Performs other duties as assigned, As required. MINIMUM QUALIFICATIONS: Any combination of education, training and experience that provides the required knowledge and abilities. An example of this would be a college degree in education and experience in vocational education including familiarity with business services and private sector employment practices. Masters' degree required; doctorate preferred. Experience managing vocational education programs or services. Experience with supervision of staff in delivering employment training. Experience with budget management and program development. Valid Arizona class D drivers license. DESIRED QUALIFICATIONS: Experience managing vocational education programs or services Supervision of staff in delivering employment training Budget management, program development Masters degree required, Doctorate preferred Experience in planning activities of a vocational or educational program Experience in establishing and maintaining external partnerships Management experience of an organization with an annual budget of three million dollars or more Experience working with political, community and various leaders and officials Skills / Requirements

Skill in: Planning of occupational programs/services Assessing community needs Supervise directors Conduct short and long-range strategic planning Prepare, recommend, and administer budgets Working with community groups and advisory councils Developing operating policies and procedures Making mathematical calculations and analyzing data to create budgets Communication, interpersonal skills as applied to interaction with employee body and the general public, etc. to exchange or convey information Assess college operational needs Provide leadership and direction for the MSC organization Exercise judgment and discretion; prepare comprehensive reports; present ideas clearly and comprehensively, both orally and in writing Working with difficult situations/people in negotiating solutions REQUIRED KNOWLEDGE: Knowledge of and ability to: Plan and direct the activities of a center Establish and maintain top level relationships within and outside the organization Assess changing labor market needs and develop responsive programs Supervise staff in delivering employment training and related administrative services Coordinate plans and activities with a wide variety of business, community and student groups Develop and operate programs within funding agency priorities requirements and performance standards and to meet revenue goals as a self-supporting entity Oversee construction planning efforts Develop and implement budgets Communicate effectively orally and in writing Establish cooperative working relationships with persons contacted in the course of performing assigned duties.
