JOB Summary:
Under the direction of the Behavioral health Network Director the Clinical Director is responsible for the direct clinical management and oversight of all enrolled members. The Director will be responsible for providing a full continuum of quality behavioral health services to children birth-21years of age. Behavioral Health Services offered thru this network will follow family centered practice principles, use evidence based service delivery models, and build an expertise meeting the special need of children in the foster care system. AGENCY EXPECTATIONS: * Adheres to Agency Policies and Procedures * Acts as a role model within and outside the Agency * Maintains a positive and respectful attitude * Communicates regularly with supervisor about department issues * Demonstrates flexible and efficient time management skills and ability to prioritize work load * Meets department productivity standards Essential Duties: * Ability to provide/supervise the delivery of culturally sensitive services. * Provides supervision and leadership to staff working in the designated area. * Ensure that clinical services are delivered in accordance with agency, licensing, and contract requirements. * Manages the services performed by staff and contracted persons in service area. * Assures excellent customer service to referred clients * Working in collaboration with CPS/ADOC/ADJC and other related agencies in developing clinically appropriate placement decisions for out of home placement * Following agency protocol interviews and selects candidates to fill open positions. * Participates in disciplinary proceedings, supervision and evaluations and makes recommendations for terminates. * Ensures the appropriate staff assignments are made to carry out all program needs in the area. * Ensures proper data reporting in a timely manner and evaluates data to ensure services are of high quality. * Ensures encounter and other data are submitted in a timely manner and reports are accurate and comprehensive. * Implements approved budget and adjusts accordingly to adhere to budget requirements. * Oversees facilities management and determines space/equipment needs. * Participates with other Casa de los Niños staff as appropriate and directed in such areas as quality management, human resources, admissions and finances. * Develops and maintains collaborative relationships with external and internal stakeholders. * Assists in delivering support and services to clients, as needed. * Working with CPSA in ensuring all appropriate measures are taken in regards to children being placed in the hospital or in other Level 1 facilities and that discharge planning takes place immediately. * Providing weekly supervision to the Clinical Supervisor and ensuring that all supervision of clinical staff is performed appropriately and in a timely manner and with appropriate documentation. * Staffing cases on an as needed basis * Ensuring all State and RBHA standards related to clinical services are met by the Network and its providers. * Representing the Network at CPSA meetings related to clinical issues and reporting information obtained from these meetings to the appropriate individuals. * Attending DIRCT/PCJJC/CPSA/DJC courts as needed for network authority and authorization * Developing treatment protocols as necessary and appropriate in collaboration with the Clinical Team and Quality Assurance. Skills / Requirements
Qualifications:
* Master’s Degree from an accredited college or university recognized by the Department of Education. * Licensed as an Independent Practitioner in Arizona * May be required to be on call 24/7 * Minimum of 5 years experience in clinical supervision and working with children. * Must be computer literate with knowledge of Microsoft Office software (i.e., Word, Excel, Outlook, etc.). REQUIRED COMPETENCIES: * Competency in administrative, clinical, management and supervisory tasks. * Knowledge of management techniques and supervisory best practices * Knowledge of Behavioral Health licensing and contract standards. * Knowledge of staffing development, process improvement methods and outcome activities. * Strong written, oral and interpersonal communication skills and good organizational skills. * Ability to facilitate community collaborative partnerships * Knowledge of evidence base practice in the fields of child welfare and behavioral health * Ability to provide leadership in a multi-cultural and multi-service environment. * Must have ability to maintain confidentiality and exhibit mature judgment and emotional stability. OTHER REQUIREMENTS: * Must be at least 21 years of age and able to obtain a Level One Fingerprint Clearance Card. * Valid Arizona driver’s license and the willingness to use personal vehicle in the course of employment. Must meet minimum requirements of agency insurance carrier. * Must be able to meet training and agency compliance requirements for the position. * Will be required to travel for network meetings. * Must have good verbal and interpersonal skills to interact with clients, visitors and coworkers. * Ability to effectively communicate in the English language. * Ability to interact well with various levels of staff, community representatives and the public. * Ability to read, comprehend and interpret complex information. * Ability to manage multiple tasks and supervise various professional and para-professional staff. * Knowledge of Arizona behavioral health system preferred. * Experience in treatment planning and maintaining clinical records. Relationships: This position reports to the Behavioral Health Network Directo. The position has primary relationships with the Behavioral Health Network, Senior Management Staff, and program staff.
