ob Summary: The Behavioral Health Services (PBHS) Medical Director is responsible for the development, implementation, and administration of Network therapeutic services. He/she provides for the medical and psychiatric services to clients, ensures administration and delivery of high quality, medically appropriate, and best practice care, including care by subcontracted providers. He/she shall have ultimate clinical authority, but must function as a collaborator and team member, both with administration and with clinicians or professionals of other disciplines. The Medical Director shall have sufficient time to perform clinical and administrative duties.

Essential Duties:

* Work with the Regional Behavioral Health Authority (RBHA) medical staff to ensure administration and delivery of high quality, medically appropriate care including care by subcontracted providers.
* Supervise the PBHS Medical Department.
* Attend all required RBHA meetings.

* Ensure psychiatric oversight in emergency services and acute care services (admission and discharge decisions, level of care determinations, and direct supervision of care and denial of requested services based on medical necessity criteria as well as standards of Arizona Vision and Principles).
* Ensure psychiatric oversight in outpatient and residential services through leadership and participation in regular interdisciplinary team case reviews. This will include review and signature of treatment plans and individual service plans discussed within the team that address the entire spectrum of the bio-psychosocial needs of members.
* Ensure psychiatric oversight in the coordination of care with primary-care physicians and other medical care delivery.
* Ensure adequacy of psychiatric staffing to meet member’s needs and CPSA requirements.
* Recruit, retain, and supervise provider psychiatric staff.
* Maintain direct involvement in the quality management and utilization management processes.
* Participate in the peer review process.
* In conjunction with other provider Medical Directors and the RBHA Medical Director, develop and refine standards of practice for psychiatric services in each program or level of care, medical and psychiatric evaluation, treatment protocols, level of care criteria, admission and discharge criteria, and documentation standards for psychiatric providers.
* Maintain direct involvement in the grievance and appeal process.
* Ensure the ongoing coordination of care for members confined to the Arizona State Hospital (ASH) while ensuring that patients are in the least restrictive environment clinically indicated.
* Provide in-service training for staff.
* Supervise and maintain the physician on-call schedule.



Skills / Requirements
Qualifications:

* M.D. or D.O. degree from an accredited college or university recognized by the Department of Education with board eligibility/certification in general psychiatry.
* Completion of Child and Adolescent Psychiatry fellowship.
* Three (3) years of post graduate experience in community child and adolescent psychiatry.

OTHER REQUIREMENTS:

* Demonstrated ability in clinical practice and community psychiatry.
* Knowledge of various ethnic and socioeconomic populations.
* Demonstrated knowledge of community psychiatry and community mental health practices and procedures.
* Knowledge of adult, child, and adolescent practices.
* Knowledge of administrative and supervisory principles and practices.
* Ability to work in a multi-disciplinary team.
* Must be at least 21 years of age and able to obtain a Class I Fingerprint Card.


Important Notes
Relationships: The Medical Director reports to the Behavior Health Network Director. The position has primary relationships with the Behavioral Health Network staff; Regional Behavioral Health Authority (RBHA) medical staff; primary care physicians; quality management staff and other medical care delivery personnel, provider psychiatrist, nursing staff; program staff and Executive Director.
