JOB SUMMARY

The Pharmacy Administrator is a crucial, high-visibility leader who oversees a specific pharmacy program for one or more Magellan customer organizations. The pharmacy programs may include prescription drug and pharmacy services benefits along with other Magellan pharmacy-related products/programs. This role interfaces with all entities that are related to pharmacy services for each customer, including (but not limited to) a contracted Pharmacy Benefits Manager (PBM); the Medical Administrator, Medical Director and/or the Chief Medical Officer(CMO) of the customer and/or the customer's health plan; QM administrators; Grievance and Appeals departments; and Pharmacy and Therapeutics committees. This role also interfaces with numerous departments within Magellan Health Services, including (but not limited to) Magellan's CMO, Pharmacy Programs representatives, Corporate Operations, CMC Operations, Corporate Clinicat, etc.

ESSENTIAL FUNCTIONS
* Pharmacy Program Accountability: Direct, manage and oversee all aspects of a specific pharmacy program (or programs), providing executive level leadership while interfacing with numerous external entities and internal departments related to the delivery of effective medication services, especially behavioral health medication services, to recipients. Monitor and manage pharmacy services rendered by subcontractor PBMs, such as claims processing, prior authorization and outlier management activities. Accountable for the success of the pharmacy program. The specifics of this leadership role may vary dependent on the requirements of the customer contract.
* Quality Management and Program Monitoring: Contribute to the evaluation and refinement of the pharmacy program and the related services provided by internal and external departments/entities. Ensure compliance with the clinical goals of all pharmacy programs. Evaluate the effectiveness of the pharmacy programs and modify programs as needed to achieve desired results in collaboration with pharmacy area leaders. Facilitate QM/QI initiatives related to program evaluation and lead outcomes initiatives. Collaborate with QM/QI contacts within MHS, the customer organization, the PBM and/or related government entities as required by the customer contract. Analyze data and trends to identify opportunities to improve clinical, financial and/or operational performance. Contribute to product development and program improvement. Contribute to the development of a provider profile program to monitor physician prescribing trends and utilization volume.
* Leadership and Liaison activities: Participate in, and in some situations lead, the Pharmacy and Therapeutics (P & T) committees, which may be within a contracted PBM, a customer organization and/or MHS to monitor the effectiveness of medication services delivered to behavioral health recipients or members of the program as defined in the customer contract. Serve as liaison and leader to other participants, psychiatrists, physician advisors, etc. to promote quality and consistency of pharmacy program services. Manage all consumer, prescriber and pharmacy relations in collaboration with PBMs and customer contacts. May be called upon to mediate and resolve consumer, prescriber and pharmacy provider inquiries.

* Customer and Provider Community Relations: Interface with customer leaders to provide the pharmacy program representation in customer interactions. Develop relationships with customer medical and pharmacy representatives, collaborating with the Account Executive and pharmacy program leaders to maintain favorable customer relations. Anticipate and respond to the needs of the c ustomer organization related to pharmacy programs and facilitate the successful implementation of the program and retention of the customer.
* Pharmacy Expertise: Review prescribing guidelines and maintain expertise related to behavioral health medications and best practices. Stay informed of additions and changes to behavioral health medication options, releases of generics, changes to prescribing guidelines and all other medical/clinical knowledge required ensuring that Magellan pharmacy programs remain state of the art. The Pharmacy Administrator contributes to the development of the clinical mission of pharmacy programs, including the development, implementation, and evaluation of clinical/medical aspects of pharmacy related initiatives. The Pharmacy Administrator may be called upon to contribute his/her expertise to the training of operations & service delivery staff in clinical/pharmaceutical matters.


Skills / Requirements
MINIMUM REQUIREMENTS
Education: Licensed clinical pharmacist. Pharm.D preferred.
Field(s) of study: Pharmacy, behavioral health, managed care

Experience: 8yrs.
Industry: Pharmacy, Healthcare, Behavioral Healthcare
Job Specific: Expertise related to behavioral health medications, PBM management and managed care.

Knowledge, Skills, Abilities:
Other: Significant experience and expertise with psychotropic medications, potential side effects and drug interactions. Familiarity with current research and use of psychopharmacologic and psychotherapeutic modalities of treatment. Extensive experience in a practice setting, caring for patients and working with providers and advocacy groups in the behavioral area.

Licenses, Certifications, etc.: Must have current active pharmacist's license, preferably in the state of operation.

PREFERRED QUALIFICATIONS
Education: Pharm.D.
Experience: Managed care and behavioral health experience preferred. Psychopharmacology practice experience preferred. PBM management experience preferred.

Knowledge, Skills, Abilities: Extensive knowledge of psychopharmacology, including current psychopharmacology research trends. Knowledge of current FDA policy, including process for black box warnings. Knowledge of drug-drug interactions. Skill in analyzing statistical data, especially regarding pharmacy utilization.
