-Manages the Ongoing Foster Care (Family Specialist team), program both administratively and clinically, in order to achieve the overall objective of providing quality care and services to children and families served by the program.
-Supervises an assigned number of Ongoing Foster Care (Family Specialist) Case Managers in the Foster Care Program. -Responsible for providing leadership to the Ongoing Foster Care (FS) Case Managers to enhance their learning and to increase their clinical skills through individual supervision and team consultation. The position also develops annual performance expectations for the Ongoing Foster Care staff. -Has decision making responsibilities for planning child intake strategies, including what type of referrals to encourage, and which agencies to build referral relationships with. This includes assisting the Agency in a public relations capacity as needed. -Reviews information about foster families to reach decisions about the eligibility of families for licensing renewals, and to ensure good working relationships with selected foster families. -Oversees supervision of any CPS referral on foster families, informs the Director of Foster Care Services as to the referral and outcome, and sees that the case is reviewed by (Team and agency management) the Program Advisory Committee. -Acts as secondary liaison with ADES. This includes maintaining a good working relationship with ADES and keeping the Director of Foster Care Services informed as to new policies and procedures as well as contracting issues. This position also oversees the placement of children in foster homes under contract between CFCA and ADES, and maintains familiarity with the case plans of each child in care through ADES and encourages intervention as appropriate. -Is responsible for oversight of ongoing foster care client files and Agency records in accordance with state laws and CFCA policies and procedures. -Oversees caseload size for Ongoing Foster Care (Family Specialist) Case Managers and may, from time to time, carry a caseload of foster families in addition to supervision of the foster care staff and other assigned responsibilities. Skills / Requirements
The position requires a Bachelors degree in social work or a similar degree and four to seven years experience, or a Masters degree in counseling, social work, or a similar degree with two to four years experience. Licensure is a benefit for this position.
Knowledge of social work practice and theory, specifically in the areas of human development, group and individual therapy, systems family therapy, community development, conflict resolution, cross-cultural intervention work and basic casework methods is required. Knowledge of the legal system as it applies to child welfare is recommended. (Minimum of one year) Experience in supervision, administration, budgeting and personnel management is preferred. The ability to speak fluent Spanish is also preferred. Important Notes
