The Accountant (Auditor) will be responsible for auditing and testing a variety of internal control systems to safeguard cash, permit, bus pass and other inventories for Parking & Transportation Services. Major annual revenue generating activities of $15 Million include permit and bus pass sales, citation payments, special event parking and visitor parking at meters and garages.
NOTE: Occasional evening and weekend hours will be required due to Special Event audits. Review and document all departmental cash and inventory control procedures to identify strengths and weaknesses and make recommendations to management for improvements. Audit daily deposits and system reports on permits, bus passes and citations to verify proper recording of transactions in the parking management system and financial records. Review daily garage sales and test for reasonableness against historical data such as non-cash transaction history by cashier, by garage. Examine and research abnormal occurrences for other activities such as garage entries and exits, unrecovered garage visitor tickets, cashier time clock reports, cash drawer openings and lost or voided tickets. Conduct operational audits to identify workflow issues and make recommendations to senior management on specific changes. Maintain variance worksheets on meter collections and review meter system reports, i.e., meter usage, maintenance and out-of-service. Generate statistical analysis against various parking management databases to identify irregularities in permit and visitor pass usage. Perform a variety of random field audits to include observation of cashiering activities in the garages, customer relations, special event parking, and meter collections in order to access compliance with cash handling and departmental policies. Serve as chairperson for a departmental Audit Oversight Committee that addresses a variety of internal control issues. Skills / Requirements
Bachelor's degree in Accounting or a related area with accounting course work AND one year of professional accounting experience; OR,
Five years of progressively responsible and diverse accounting experience and course work, which includes at least one year of professional accounting, in which a broad exposure to all areas of accounting and accounting principles, practices and procedures was acquired; OR, Any equivalent combination of experience, training and/or education. Proficient in the use of Microsoft Excel and Word. Proficient in the use of Microsoft Access or other database software. Solid analytical skills and familiarity with statistical analysis. Strong written and verbal communication skills and ability to lead meetings. Ability to observe potential errors by reviewing high volume transactions. Two years cash-handling experience and familiarity with cash and inventory controls. Important Notes
